I am just reading the river plate scenario(1.5.06) and I notice the RN commander has no orders. With the updated rules the fleet flagship doesn't generate an order either. Does that mean that the KM starts with 2 orders from the commander and the RN starts with 0 untill either ship fires their first shot, enabling the battlestations order? Or does the fleet flagship still generate and order? Also, can the two leander class CLs come on the gameboard as a squadron with one of them being the flagship, or is deploying as a squardon resevered for initial deployment?

I think that the best solution here is to have the British player start out with the Battlestations! order triggered from the start. I must admit that I overlooked that aspect when updating the scenario and officer cards.

The leanders (and any ships in support for that matter) may form a squadron with a flagship as normal before entering the battlezone.

I don't know too much about rules development and the like but you could add a rule saying that no matter what, you always have at least 1 order? This might work in the normal game aswell to give smaller navies/the underdog some leeway?

Well, the Battlestations! rule does exactly that, since you keep getting it from first contact until the end of the game. This scenario is a bit of an outlier though, since the British start with only one ship on the table and for balance reasons, an officer that does not generate an order token. So it is a bit of an unique situation.

I have played with the rule that the minimum number of order tokens any side can have per turn is 1.
