Ah-ha! Well that changes things. Haven't been playing it that way. It hasn't seemed to be a big factor.

In the last game I did, Eastern Solomons, the US attacked the Japanese flat tops en mass. Out of 22 attacking flights, only 2 were downed, everyting else, but 2 broke off, either due to AA or the heavy CAP, only scoring 2 hits.

Have you thought about allowing an aggresive AA fire action? I just posted some new pictures on FB where a group of Japanese aircraft are right on top of the US squadrons. It would encourage attacking flights to stay out of 10cms of the screen. This would also reduce any further AA dice from DP weapons on any other attacks in the same turn.

Something else that cropped up was the fact that there were significant Japanese fighters blocking the return of US flights. If the US flights come within intercept range, how would this handled?
