Dive Bombers vs. Bombers

Something I just noticed. Bombers do the same amount of damage as the dive bombers do. I think the dive bombers should be best. Thoughts?

Thats why most bombers have the 'High level' rule:

High Level
High level bombing proved to be very ineffective in naval warfare. All bombs dropped from high level need 6’s to hit their targets. If 6’s were already required, half the total number of successful hits. This rule does not apply when the target is stationary.

This puts dive bombers quite ahead from the regular bombers. Please let me know if a bomber should have the 'high level' special rule and doesn't. Thanks for your questions!
