Hi,
i'am new to Naval War and i'am reading the rules and thinking about how to build my fleet.

Usually you use the OOB to build your fleet. But how do you build your fleet without OOB? Whithout OOB you have no selection for Distant Cover, Close Cover, etc. In many scenarios, these selections come later in the game.

Hello Icecube88,

If you are not using the OOB to build your fleet you are obviously not bound by any rules to build a fleet. You could houserule that you need a number of squadrons in close and distant cover, or you can use a percentage of your points assigned to the different types of cover. It's up to you or the scenario.
